SF Environment is seeking information to help with the preparation of a funding application for a U.S. Environmental Protection Agency (EPA) grant to be submitted in April 2024. The grant’s purpose is to effectuate transformative environmental changes in Disadvantaged Communities. 

This Request for Information (RFI) is focused on acquiring essential details, data, and insights from Virtual Power Plant (VPP) providers, implementers, aggregators, and energy services companies on the implementation of a VPP Program focused on existing affordable multifamily buildings. In general, implementation includes the following activities: 

  • assessment and feasibility; 
  • equipment specification, procurement, and installation;
  • commissioning and optimization • pricing and ownership models and 
  • operation (of the VPP) and interactions with the utility. 

The collected information will play a key role in developing the grant application for the EPA's Community Change Grant, Track 1. SF Environment plans to use a formal Request for Proposal (RFP) process to select project partners and possible sub awardees for the Community Change Grants. If so, RFI-respondents may use their submitted responses to the future RFP once it has been posted to the City contracting website. A response to this RFI is not a prerequisite to participating in the RFP. Also, a response to this RFI is not a guarantee of being selected as a named partner, co-applicant, or sub-awardee to a grant.
